Kushibiki Kiyonaga served as a bushō during the Sengoku and Azuchi-Momoyama periods.  He was a retainer of the Nanbu clan and served as the lord of Kushibiki Castle in Hachinohe in Mutsu Province.

The Kushibiki clan were an illegitimate branch of the Shinohe clan descended from the Nanbu family.

In 1540, Kiyonaga was born as the son of Kushibiki Yarokurō.

In 1591, after Kunohe Masazane rebelled against Nanbu Nobunao in an event known as the Revolt of Kunohe Masazane,  Kiyonaga supported Masazane and captured several neighboring castles.  After the surrender of Kunohe Castle, Kiyonaga, along with others including Masazane and Shichinohe Iekuni sentenced to execution and decapitated.  He was fifty-two years old.
