Hisakiyo was born as the eldest son of Matsudaira Nobukazu, the second head of the Fujii-Matsudaira family.  The Fujii-Matsudaira were an illegitimate branch of the Matsudaira founded by Matsudaira Toshinaga, the fifth son of Matsudaira Nagachika.

Hisakiyo died before succeeding his father, Nobukazu, as the next head of the family.  Nobukazu did not have any other sons so he adopted Matsudaira Nobuyoshi from the Sakurai-Matsudaira family as his designated successor.
